Shipping AR upper

Can I just mail a AR upper without any special paper work as far as a FFL shipper.

Think of it in these terms...................

Serial number = FFL

Non Serial number part, anyone can ship

Yes you can ship everything but the Lower.

Excluding pistols, you can ship long guns by mail. If out of state it has to be shipped to an FFL. If it is instate you can send it to an individual.
