Shehane Baby Tracker, short range legal?

Yes, the Baby Tracker is entirely legal in short range benchrest.

On a side note, it is difficult to make 10.5#'s using the standard laminate. I have owned 2 of them. I used a Panda in both and could not come close to making 10.5#'s.

What some are alluding to is that some of the newer, low profile stocks may be legal but only if bedded properly. The pic above shows the critical dimensions and a few thou here or there when bedding can make a legal design, illegal. I've only see it enforced once, but rules are rules. IBS has a template box that the gun must fit in.

As for weight, I agree with what Dusty said. The only reason anyone would shoot a lv in vfs is for records consideration, as lv and hv records are kept separately. A 10.5lb 30br is a little bit of a handful at the end of the day...but it can be done.
 
10.4 on a 30br is gonna be hard to handle but if that stock is legal (see above) then go have fun with it. Remember short range score is 13.5lb so add weight as needed
Oh Dusty, I loved my XP100 in 30BR. Shot IHMSA with it for years. Recoil though in a pistol and also in the Creedmore position is definitely kinder on the body that in a rifle. A firm upwards roll of the wrist and barrel wanting to go vertical. Miss those days. It was a tack driver.
Does it really push hard in a rifle?
