Sure they are. When they enforce a law based on what they want it to mean they still call it “enforcing the law”. Rules aren’t laws but are enforced as law by most of the 3 letter agencies.

I for one believe it is the job of Congress to make laws. If you don’t believe it you need to do some reading. Or maybe take a Civics class that unfortunately isn’t taught in school anymore. We as a country can only retain our rights and freedoms by having laws passed based on the Constitution and natural laws.

Just as only legislation should create laws(rules) which if you are convicted of results in loss of freedom,fines or constitutional rights. We also should have a president, not unelected administrators writing executive orders and actions. Our dementia compromised president is not running the government.
