I am a little confused by this thread. Is this High power rifle? XTC? Prone? Walk & paste? Scorer in the pits?
14.9 may be relevant, but depending on the course of fire, and stage, 14.11 (Insufficient Hits) and its corollaries may be the more appropriate rule to apply.

The match in question was our second monthly mini-palma.
We decided at the start that high-power prone rules apply except where they can't.
15 shots prone per bull at 100 leaves the better shooters with some big holes around the 10 ring.
Personally, I think we really need to go 5 shots on three bulls but the extra expense and target setting time isn't going over.
Coincidentally to the thread it looks like CMP has a brand new 2018 rule where in some cases the score goes to the lower value ring.
I got my xtc classification over 35 years ago on a 100 yard, reduced course, walk and paste. It was an approved league.
Did you ever compete at Rouses Point, NY and Dannemora, NY?
