scoring

guy I attested for last week had an at least 4 shot hole in the ten ring and an at least 3 shot hole in the 9 with 2 shots 'missing'. Nothing worse than an 8 otherwise and he had no reason to believe the shots were off target.

Gotta give 2 tens don't I?

oops, so it does. I had read it a while ago and didn't remember it being as clear as the last sentence of 14.9

For those that don't know where to look in the Rule Book.

14.9 Visible Hits and Close Groups—
As a general rule only those hits which are visible will be scored.
An exception will be made in the case where the grouping of three or more shots is so close that it is possible for a required shot or shots to have gone through the enlarged hole without leaving a mark, and there has been no evidence that a shot or shots have gone elsewhere than through the assigned target and when there are no excessive hits on one or two adjacent targets.
In such case, the shooter will be given the benefit of the doubt and scored hits for the non-visible shots, on the assumption they passed through the enlarged hole.
If such assumption could place a non-visible hit in either of two scoring rings, it shall be scored in the higher-valued ring.

Now I remember the scenario that seems either unclear or very generous.
Happened to me in practice where I never really needed to resolve it.

what if the best shot in the group hole barely touches a ring?

realistically the missing shot(s) were almost certainly not the higher value

shooter still gets the benefit, I guess?

Could/should the shooter voluntarily take the lower score if it is considerably more probable?

I am a little confused by this thread. Is this High power rifle? XTC? Prone? Walk & paste? Scorer in the pits?

14.9 may be relevant, but depending on the course of fire, and stage, 14.11 (Insufficient Hits) and its corollaries may be the more appropriate rule to apply.

NRA High Power Rules can be found at:

http://rulebooks.nra.org/documents/pdf/compete/RuleBooks/HPR/hpr-book.pdf

I'd doubt it's XTC walk and paste.

I replied as if it were a High Power, Mid Range Prone/F-Class Match walk and paste.

The match in question was our second monthly mini-palma.
We decided at the start that high-power prone rules apply except where they can't.
15 shots prone per bull at 100 leaves the better shooters with some big holes around the 10 ring.
Personally, I think we really need to go 5 shots on three bulls but the extra expense and target setting time isn't going over.

Coincidentally to the thread it looks like CMP has a brand new 2018 rule where in some cases the score goes to the lower value ring.

14.9 would be the rule to use.

Did you ever compete at Rouses Point, NY and Dannemora, NY?

No, at that stage of my life, I was in Poughkeepsie, NY. The closest I have been to those ranges was when I was a member of the Plattsburgh Rod & Gun Club while a student at SUNY Plattsburgh in the 1970's.

However, if you consider Rouses Point to be Plattsburgh Rod and Gun (I always considered it Cumberland Head), I did shoot a match there about 7 years back.
