Scope windage zero

Went to the range today to sight-in and shoot some groups. No wind to speak of. When I got sighted-in at 100yds. I started to set my windage barrel to zero. I noticed that my windage was set past 1/2 of usable range. In other words, if I have 7 turns total windage adjustment, my zero is around 5 turns. 1 piece Picatinny base, steel rings. Could the torque on the ring mount bolts effect windage that much? I used a torque wrench to tighten fasteners.
