scope ring height help

1 inch tube 4-16x 42mm scope mounted on a long picatinny rail on my Ruger PC carbine. The 42mm objective end won't go past the picatinny rail since it's a full length rail so there won't be extra clearance where the objective would usually have more clearance over the barrel. Pretty sure it would be medium rings for a short rail but in this case maybe tall rings?

Just a question, why such scope on a pistol caliber carbine?

Just a question, why such scope on a pistol caliber carbine?

to shoot at a range with steel targets from 50 to 400 yards and working up handloads for a little more accuracy or range than factory ammo to change things up.
