scope question,sightron)

I have a Sightron 36 power scope with the locking screws and the only way it will adjust up is if i turn the turret up and then turn the locking screw up.
Left to right and down seem to work fine but no up adjustment, Im sure something is broke inside, anybody know how to fix this. The scope was bought used..

I have not called Sightron yet because of the locking screws that lock the turrets out.I do believe this voids warranty..
I could be wrong but this is what i've been told.
