Scope/gun shift

I would "nut & bolt" it, double checking everything. Look for ring walking and/or mount walking.
After confirming them things, next I would try a different scope.
But in the end, yes, the scope could be shifting internally creating the POI shifts you've experienced.

This happened to me on a gun And wouldn't shoot how I thought it might, sold the gun and when removing the dove tail bases found 1 screw broken and one with no threads, check everything even if you have to take it apart!
 
First: I'm not a "expect" but have been reloading, shooting and hunting for about 50 years.

Second: Here is a list of POTENTIAL PROBLEMS OR ISSUES to consider:

Problem 1: factory ammo - even though it's currently much better than in the past - it still can be inconsistent and you can't set the COL or charge for optimum performance for YOUR rifle. Different bullets can make a huge difference - an advantage reloading has over limited factory options.

Problem 2: A used rifle - you don't know how many rounds have been put through it, how carefully it was cleaned, or if the crown was damaged by improper cleaning - i.e. a lot of unknown use / care issues.

Problem 3: Potential shooter error - canting rifle - trigger finger placement - flinching - inconsistent cheek weld, etc. No offense intended but how experienced are you and what is your skill level? Even off the bench with front and rear supports it takes a lot of skill to shoot small groups.

Problem: 4: how hot is the barrel between shots? Most guys I see at the range shoot one shot after another until the barrel is so hot you can touch it. Not good for small groups.

Bottom Line: Given the potential problems / issues listed above, the group you shot isn't terrible. Also what is the purpose of the rifle - i.e. hunting, competition, informal paper punching? Your results may be perfectly adequate for your intended purposes.
 
I try with cheek weld. Maybe not so good at that and on top of that I am not confident in my parrelax adjustment this scope is sensitive like my sightron "very sensitive" maybe something wrong with it to?
So would erratic trigger pull weight throw shots like this? I am talking 3/4 to 1 pound difference. It was supposed to had a jewel in it but when I got it there is a x-mark remy trigger??? Some shots are 1.75lbs some are 2.5 lbs?

I have a Rem 700 BDL Varmint model, Krieger barrel, glass bedded, Jewell trigger and a 45 YO 15X Unertl Ultra Varmint scope. Shoots any load under .350". For GH and bench. I shoot off the bench with a bipod.
I never use cheek weld off a bench. t's just one more complicated variable. The fewer things that touch the rifle the better. Each thing contributes a variable. I can just feel my cheek touch the stock, zero pressure. Don't put your thumb over the top of the stock. 3 fingers of my trigger hand just pull the stock into my shouder. Slide the rifle back and forth in the rear sand bag. If the cross hair moves left or right on the target you need to rotate the sand bag so you only get vertical movement of the cross hair on the target. Hope this helps.

Very good description, since posting this I have learned most of what you describe and practice it. The bag adjustment you mentioned I am going to have to try as I seem to continue to struggle with that.
