Schmidt & Bender 5-25X56 PM II not enough negative elevation.

I'm mounting about a six year old hardly used PM II on a new Jim Borden Win 284. It's mounting to a 20 MOA rail (facing the correct direction), and I can't get enough negative elevation. I'm still about a foot high at 100 and the turret is bottomed. The manual is worthless on the subject and customer service speaks German. Oh joy. I suppose I could swap the rail around but then I'd be to high. Anyone provide any wisdom?
 
Turn the turret to zero, loosen the 2 screws on the cap, float the turret to 1, retighten screws, continue to zero.
There is only one screw on the side. I backed it off, moved counterclockwise a couple mil, re-tightened, and it made no difference.

Loosen the set screw on the turret zero, back it out enough to pull the turret cap off the scope. If you look inside the top of the turret cap there is a small slotted offset screw that is for the double turn second rev indicator. Get a small screwdriver and make sure that the screw is turned all the way so that it's completely back on the first rev indicator. Then you can put the turret cap back on and tighten up the set screw.
