safety regs for muzzle loaders

empty chamber flags are pretty safe for centerfire and rimfire but what will work for inline and side lock muzzle loading firearms
parking lot to firing line safety for a small local range???

When I was shooting muzzleloader I used a Lee powder dipper to cover the nipple on caplock rifles. No cap and just lower the hammer on to dipper to hold it in place. I think this would work with inlines too.
Flintlocks frizzen forward off the pan with frizzen cover on and hammer forward.

Range rules were when the line went cold muzzleloaders went muzzle up and in the rack. Hammers down on side locks and frizzens open.
