Some years ago Roy Weatherby did neck a .378 to .224 in an attempt for top velocity. I'm not sure about the exact details but it produced about 5000fps. Barrel life was not a consideration, nor was accuracy. Using gunpowder, expanding gases produce around 6000fps, a theoretical max without friction, etc.
As you have mentioned, top velocity is not the most important consideration.

Why not just go .284 Winchester and get the 35deg shoulder, standard; and the .280rem powder capacity? Go Long Action and seat anything heavy you might ever want... Save you a lot of hassle and expense at least for dies and reamer.

hogan took the words right out of my mouth! You just can't go wrong with the 284s. Deadly accurate, easy on barrels plenty of case to get the speed if you really want it.

My shooting buddy built a 7mm08imp and he could not get much more out of it because it started showing pressure signs once he started loading it up.
