Some years ago Roy Weatherby did neck a .378 to .224 in an attempt for top velocity. I'm not sure about the exact details but it produced about 5000fps. Barrel life was not a consideration, nor was accuracy. Using gunpowder, expanding gases produce around 6000fps, a theoretical max without friction, etc.
As you have mentioned, top velocity is not the most important consideration.
