Run out?

A rifle spins a bullet so you get a lot of the same terminology you see in lathe work.

Most work done in a lathe is meant to be concentric but you don't really measure centers in a lathe, you measure a ~cylindrical surface while moving the lathe spindle and you'll get measurements like TIR which is total indicated runout. The thing is it doesn't tell you if you have a cylindrical surface that's not concentric to the spindle, a cylinder with a low spot or a cylinder with a high spot.

In practice it is pretty synonymous with concentricity as Mike said above.

The actual technical definition doesn't really matter unless you are tolerancing parts on a mechanical drawing or doing QC inspections on physical parts.
 
When ammo is loaded and the bullet and/or neck of the case are not in a straight line with the centerline of the cartridge.
 
I see runout as physical deviation from a standard (a round shape in this case).
When a cartridge is truly round, full length of it's plane, it can be described as straight.
I cannot expect better chamber centering than from straight ammo.
