Rules for shipping primed brass?

I thought I once read that primed brass was looked at like loaded ammunition. For that reason I err on the side of caution and pop out live primers prior to shipping brass. All I need is a box to break open during shipping and have someone raise holy hell over a primed case rolling around on the floor.
 
What restrictions are there for shipping primed brass? USPS OK?

USPS anything even remotely flammable is a big no. You can send it UPS but not a local store, the kind like ours that also has mail boxes. It won't send gun parts or anything gun related and I had problems just sending bullets. But I found that a UPS hub will take primed brass, they just put a square sticker with black edges on the package and that's it. And cost is about half of the local store.
 
My understanding was primers were considered haz-mat material, but once installed in the case, it wasn't considered hazardous anymore. Top Brass used to sell and ship primed .223 brass by mail, no haz-mat fees. Maybe things have changed, but ammo doesn't have haz-mat fees if labeled correctly.
