Rules for Shipping Ammo

https://www.usacarry.com/can-legally-ship-ammunition/
The second option you have is to ship the ammo via Fed-Ex or UPS. You cannot ship ammunition through the US Postal Service so don’t even try or you could get in serious trouble.

Can ammunition be shipped USPS? No, you are not allowed to ship ammo via the United States Postal Service.

If you do, you will be arrested, your gun will be taken, you will be fined, and will have committed a felony. It is not worth the risk, especially because you have other options on the table, such as shipping FedEx or UPS.

We're all big boys and girls so make your own decision. According to the cited explanations, it is ILLEGAL to ship ammunition through the USPS. Getting away with it is irrelevant.

Have the rules changed for shipping loaded ammo?
No rule change I am aware of.

I recently shipped some ammo that I sold off extra I had and didn't need. So I set up my UPS account and started shipping. I found out in many situations, the Simple Rate is cheaper than the normal shipping rate. Kind of like USPS Priority Flat rate.

Even though I thought I packed them very securely, I shipped 4 boxes of 20 ga. shotshells using UPS. When they arrived the box had broken open and 8 shells were missing. If that had been with USPS, I probably would be paying a big fine and doing some jail time currently. DON'T do it.

However, you cannot drop off ammo an a UPS Store. They either must go to a UPS customer service center, or hand it to your UPS delivery person.

That is NOT TRUE. It must be shipped to an FFL who will do the required background check to sell it to the recipient. It is a pain but it is legal to ship here. All the major companies have the setup in place and you fill in the FFL on your order.

Ship to an FFL for a background check?

OP ship via UPS hub with a hazmat sticker that they supply you or you can print off at home via their site before bringing it in.

The only thing that has changed for shipping with UPS is that you now have to use the Limited Quantity label as opposed to the old ORM-D marking. Otherwise it's all the same.

Couple of points here for individuals who don't ship often

1. don't take it to a UPS ship center, they can't take it. (if they do they are breaking company rules and violating DOT regs, they aren't trained). Take your package to a UPS Customer Service Center. You will know you are in the right place by all the brown trucks.
2. print the label yourself and find the box to check to get "flat rate" shipping. It's not necessarily obvious on the UPS website. You don't need a special box like USPS, but if you are shipping a small box it will save you a ton. At the end the rate is based on the cubic inches of the box. The difference in my shipping 400+ rounds from NH to PHX last time was over $75 standard and I think I was under $30 flat rate.
3. when the site asks you to fill in the contents enter "cartridges". Don't lie about it, tell them what you are shipping, but if you enter "cartridges, small arms" it will not let you ship. You aren't doing anything wrong, but "cartridges, small arms" is a DOT proper shipping name for a HAZMAT so it kicks you.

Ditto everything XTR posted. I just did this a few weeks ago, shipped 5 boxes of factory ammo in OEM boxes. However, I could not print label from home no matter what word I used for contents, tried "ammunition" and "cartridges" with same result. At the UPS hub, using their customer service computer, repeated the exact same process, entered "ammunition" in contents, printed label, handed to guy behind the counter, paid, and out the door I went.

Did like XTR suggests and made the box as small as physically possible, and shipping with insurance was right at $20.
