Ruger Hawkeye dropping cases

Guys, I have a new Ruger Hawkeye in .243 that drops the empty case about halfway out of the chamber. I have replaced the extractor with a new one that I purchased from Brownells, and then again with another new one that Ruger provided after I called them. Obviously this isn't an extractor that is causing the problem. And since this is a controlled feed bolt it is even more confusing. Also, the bolt won't close if a round is already chambered, as most controlled feeds do not. And I have no idea where to proceed except to return the rifle to Ruger for repair/replacement.

Any suggestions before I send it back to Ruger?

AS A SIDE NOTE: This gun functions 98% of the time with my reloads in new Hornady brass! But I have tried 3 different brands of factory ammo and it drops the case about 75% of the time. This baffles me as to why my reloads work but factory ammunition does not?
 
Will it hold a cartridge firmly if placed in the bolt face. The problem may be that the bolt face has been cut too deeply and is not able to grip the rim tightly. You should be able to press the bolt release and pull the bolt out with a cartridge attached to the front of the bolt......assuming you had a cartridge in the chamber, or better yet a dummy round. You should be able to snap a cartridge in under the extractor and if not see where it is loose. Sounds like something going on with the extractor.
 
If the extractor band is removed for cleaning and then reinstalled backwards, it will not ride the bolt correctly, causing the extractor tolerance to vary mildly and hence the dropped cases. If you have a problem with a ruger mark ii or hawkeye dropping cases, flip the extractor band around and see if that makes an improvement.
 
I fought this for a long time. I replaced the extractor twice. Turned out to ne the extractor band was slightly streched. It looked and felt fine but as soon as i replaced it it works. Now it throws brass a good 3-feet
