Ruger #1 V 6mm PPC twist rate

I have a Ruger #1 in 6mm PPC and the twist rate measured by using a cleaning rod is between 12.8 and 13.3 does any one know what the correct rate is from Ruger? I have my best groups from sierra 87gr BT the 75gr Hornady V-max will not shoot. This is not what the twist should be doing?
 
This is one issue I've mentioned before concerning methods of manufacture of barrels. Ruger has used outsourced barrels they've had made by others (buttoned) and they've made them themselves, both buttoned (I believe) and hammer forged. It's not at all uncommon for buttoned barrels to vary by as much as a half inch from the stated twist, one way or the other. This may well be an example of this type of variability. Many of these barrels will still shoot just fine, but they don't always match up with what the tables say they should, or should not shoot well.
 
I had a Ruger mdl 77 Varmint 11 chambered in 22ppc, picked up at an estate sale. "Good" shooter, 'scoped the bore with my Hawkeye & it looked very nice. Appeared unfired when I got it in out of the box new condition. I've been told Ruger was using both Douglas and Wilson barrels for their ppc line. It was a 12 twist.
 
Thanks for the reply's I bought the rifle in the mid 90s about 94 or 95. I have shot groups in the 3s but not consistently. Mostly group about .5, trigger needs work about 7 lbs and scratchy. I have not had the time or money to work up a really good load. Now I am retired I have time to work on bettering need to replace the trigger now that moyers is not being made what is a inexpensive replacement.
