Removing neck brass with 4-0 steel wool...how much?

My friend was cleaning necks by hand using 4-0 steel wool. He believes he removes enough brass to require smaller bushings as bullets were falling thru neck. I very seriously doubt anybody can manually remove any significant brass from a neck using 4-0 steel wool. What say all?
 
When I first started reloading I cleaned the neck and case body with 0000 steel wool, And the steel wool had no effect when sizing my cases with a full length non-bushing RCBS die. Meaning the only time a bullet would drop into the case is if it had not been resized.
 
I use a Lee case holder and a electric screwdriver to clean all my match brass and 0000 since 2012 with zero problems in my 6brx I am scared to guess how many loading they have had and still use the same size bushing I started with. I never touch the inside of the necks with anything but a nylon brush.

He is mistaken, 0000 steel wool has no effect I could ever measure. A fresh scotch brite pad will absolutly remove metal.
 
Have been using 0000 steel wool for years cleaning outside of necks of carbon residue before placing them in the tumbler. Cuts down on the amount of time I have to leave cases in the tumbler. Never encountered any reduction in neck diameter.
