Remington 700 RR extraction issues

I picked up an as new 700 in 7mm Rem mag. Sendero.
Cleaned it (only took 8 patches). Prepped 50 new Sig brass and loaded some test rounds with Sierra 140 tipped Game Kings, RL 22, Fed 215 GM primers.
Started at 63.5 grs. and up to 66.0 grs. in .5 increments all double checked for weights(that was the plan).
First two rounds extracted fine. Third round bolt lift was fine but could not pull bolt to the rear. Pushed the bolt back down and case extracted.
I checked for pressure signs and didn't see any issues.
I looked at the bolt and didn't see anything obvious there either.
I'm thinking it has little to no primary extraction.
Any other ideas??? Who can I send the bolt to to have this checked and fixed?

Along with very little primary extraction, I have seen several of these chambered in 7 Rem Mag or 300 Win Mag, maybe 6 or 8 of them that have a small burr pushed up just in front of the cut for the belt in the chamber.

Look closely at your fired brass just ahead of the belt for a little scuff. If you haven’t cleaned the rifle or maybe even if you have and you have a bore scope, take a look around the circumference of the chamber right in front of the belt. If yours has the burr you will see a little brass built up. A couple of these rifles I’ve fixed just by removing that burr even though primary extraction was not what it should be

Update
I took the rifle into a shop yesterday and had them scope it.
Aero nailed it. There's a burr/lip just in front of the belt. I'm going to have them do a setback and fix whatever problems there is with the bolt (primary extraction).

Edit.... Now I know why it sold as cheap as it did.
