Were there any differences between the 513T delivered to the military under contract and the ones built for the grneral public??

Differences were basically the finish and markings. The commercial versions had a blued finish

From the Remington Rimifire Rifles Book by Gyde & Marcott...

The U.S. Government purchased 59,964 Model 513 T target rifles for marksmanship training during World War II, and another 1,300 during the Korean Conflict. Later, the armed forces ordered an additional 8 in 1960, 42 in 1961, 18 in 1962, 34 in 1963, 16 in 1965, and 5,000 in 1966. The military designation of these rifles was the M-13. (See Fig. 513T-7) The exterior metal finish was typically Parkerized, but some blued barrel/receiver military Model 513T target rifles are known. Most of the receivers of these military rifles were roll stamped US PROPERTY over the chamber, and others marked in the barrel. Some of these rifles were also roll stamped Internal Remington documents indicate that accuracy of an out-of-the-box Model 513T was 1.3/4 inch maximum at 100 yards. This is impressive grouping from a moderately priced target rifle in the 1940s and ’50s. Remington never offered them for sale to the public. No surviving example of such a firearm is known. MILITARY FINISH on the barrel. In January 1945, 11,769 of these rifles were shipped back to the Remington factory in Ilion, New York (along with 2,012 unserviceable rifles) to be preserved and packed for storage.
