Rem action ?

You can dramatically improve them by working on the cocking ramp and the nose of the cocking piece as described earlier. Also smooth up the area of the bolt plug where the cocking piece bears. Make sure there is no binding where the firing pin and spring ride inside the bolt body. Make sure you are over-cocking the firing pin.

No matter what the experts here say, a longer bolt handle is very beneficial. Look at the length of the bolt handle on a custom action. Pretty darn long. Simple leverage lowers the amount of force it takes to lift the bolt knob. I also like a straight handle. The dog leg handle inputs funky forces into the bolt body/receiver bearing surfaces.

You want the back of the locking lugs and the abutments to be real smooth.

After that about all you can do is properly lube the bolt body. One of the 3P shooters gave me some "AMU lube" that was atf, stp, and some other stuff. Just takes a very thin film. I use grease on the back of the lugs.
