Reloading for 30-30 Question

With components so hard to find right now, I have a question that I hope some of you can answer for me.
Can I use IMR 3031 powder for loading 30-30 Win. 165 gr. powder coated lead bullets without gas checks.
I want to load target loads using about 22-25 grains of powder
Is this a safe charge?
 
In the distant past I remember using 30 gr of 3031 with both 150 & 170 jacketed bullets with no problem. Powder coated lead offers less resistance, so I would guess starting at 22gr should work. I certainly doubt you will have a pressure problem.

Just checked the Lyman Cast Bullet book #4 says 22.5gr start charge for their 170gr #311291 & 21.8gr start charge with a 150gr Lee bullet. Both loads @ c.1600fps from a 24" bbl.

I will work up several loads starting at 22 gr of 3031 and see how it shoots.
I also have some lead bullets that are not coated and I use Trail Boss for these loads.
