I don't have any hands on experience with RL16, but from what I read on Alliant's website, it APPEARS that it is basically an effort by them to replicate the temperature stability of Hodgdon's Extreme line in RL15. So my ASSumption is that it would be too fast for the XC.
I make this ASSumption because I have found RL17 to be MUCH closer in burn rate to RL15 than it is to RL19. I would think it difficult and, frankly pointless, to squeeze another burn rate between 15 and 17. There are several excellent articles on this website under "Powder" explaining the unique properties of RL17. It's not just about burn rate, but about the long, even pressure pulse.
I have found RL17 to be perfect in the 6x47L with 105's or 115's and the two cases have very similar capacity.

Incorrect assumption. Alliant Tech Support advises RL16 is in the H4350 burn rate band but with a different pressure curve. It should be ideal for the 6XC with heavy bullets.
I think RL16 is an attempt to bring the latest "wonder powder" characteristics to RL17.

RL17 is my go-to for 6.5Creedmoor, as it has provided me with really fast speed, superb accuracy and long case life. I use the same charge weight of RL17 as H4350 with much better results.
As for squeezing another burn rate between 15 and 17, maybe they have and just don't want it to be realized. Take a look at Alliant 2000-MR. Again, per Alliant, this is in the same burn rate band as 16 and 17 but is a spherical powder. I found 2000-MR to be ideal for cartridges with less room inside such as the 6 Dasher. My 28" barrels are dealing out right at 3100 FPS with 105 Hybrids and this powder.
Purely looking at burn rate one would think all these new Alliant powders are needless duplication but I am beginning to look past burn rate charts for powder selection.

I liked your last paragraph. I have found most powder manufacturer's claims about relative burn rate to be at best meaningless and at worst misleading. The only thing that matters is what your barrel and bullet like.

Nope. But have tried RL17 oh it works very very well. I like the RL17. I am sure 16 would work also but I think it maybe just too fast for a long barrel..Just a gut feeling. 17 works well so does 23 but due to large grain size you can not get good fill with it but RL26 works well also and you can get a dense fill with it in the 6XC

MAX!...So if I was going to load RL16 with no info I would start at 35.0 GRS and work up in 1.0 grs looking for pressure at the same time I would be chrony'n every load knowing that around 3,000 to 3,150 FPS should be starting to get HOT. I would think it would MAX out before you reach 40.0 GRS. I do not think it is going to be a good powder for the 6XC(not that it will not shoot it well) as the 6XC seems to like slower burning stuff.
I personally think you will find it MAX'ed around 36.0 37.0 grs. If the 16 is a small grain size you will be around 70- 75% fill. H4350-RL17 going to give you 90% fill. RL26 going to give you dense 100+ % fill.

I would really like to find something in the max fill area. I would think n160 would be a good go to for that. I prefer loads that are compressed rather than those that are not. Compressed loads have a even powder column when the cartridge is in the chamber

I thing safety is paramount. Do I think 40.5 is MAX with 17. Yes.
I think a start load is 38.0 RL 17
