.249the measurement on the outside of the neck on a loaded round is .251 so what size bushing do I need to get two thousand neck tension?
This is where I start when not turning necks.I agree .002" smaller, to start. The spring back of the brass comes into play.
If using an expander & not neck turning .003" smaller then loaded OD.

Always helpful to have one number on each side of where you think you need to be. If say you wanted to get a .260 then purchase .259 .260 & .261When I started with the bushing I bought one, the recommended size. Then I switched bushing brands and I bought three in .001 steps. I did settle on one size, but tested all three and glad I did. Good Luck with it.
