Have long action 25-06 and looking to rebarrel. Am I stuck with long action cartridges with the new barrel, or can I go to something like 30BR?

That may limit your options then!

30BR ought to chamber OK in the 25-06 but YOU DON'T WANT TO RISK CHAMBERING LIVE ROUNDS just to check if they'll feed from the magazine. Accidentally touch one off & at best you'll be needing a new gun, or somebody to run you to the nearest hospital.

Know anybody you can borrow some dummy 30BR rounds from?

I would be buying the 30Br barrel only after knowing I would not have a problem . . . so I would not have a chance to see beforehand. I see your point though . . . when you go to rechamber with the much shorter shell . . .
This is a claw force feed action and it I had the bolt/extractor modified so I could hand feed . . . then I would probably never use the magazine. Would just use as a single shot and probably try and close over the magazine slot if I could find an aftermarket piece to do it with.
Have not thought this through . . . .

Richard, I had to read spclarks reply twice to catch what he was saying, and from your response to him I think you might be unclear on what he said. I think he was saying to get a 30br round and see if it will feed through your 25-06 chambered rifle. You DONT want to accidently have it discharge on you though, so either have inert 30br round or remove the firing pin from your bolt.
Long magazine boxes can be blocked off though in order to better feed short rounds. You might have to put the spacer block in the front or rear of the magazine box to get it to feed if it doesnt want to feed from the 25-06 box.
