Reamer print.

I ordered a shilen barrel for a savage in 260 rem. I have installed the barrel and shot it. My neck outside diameter is .295" the print they sent me shows .298" as the neck diameter. Is this just spring back from the brass? Also i used a forester go / no go and the go chambers easily with the bolt stripped the no go does not allow the bolt to close. But hornady factory ammo is hard to chamber and Remington chambers easily. Dimensions i measured are the same so im a confused. Headspace on the case only grows .002" from new to fired.
