Reading wind flags

I understand that if you want to shoot small groups at long range you need wind flags. OK, I got em, now what do I do with them? Do I use them to tell me when conditions are the same or to tell me when conditions change?

I've done a quick search and find posts about the different kinds of flags but not much on how to use/read them.

The "experts" say "get them and learn to use them" What am I trying to learn? One thing, when the wind blows my groups become patterns!

Actually short range BR competitors use more flags and other wind measuring devices in 100 to 300 yard matches than is used in long range competition.
When starting out to learn how to read "conditions":
First, use a rifle that you feel is your most accurate. Use a solid rest and bench.
Place a flag with-in 10 yds of bench, then every 25 yds or so (100 yard range)
Place your flags where they are near the bullet path.
Pick a time to shoot when the wind pattern repeats and holds for moments at a time. Do not shoot when it is switchy, i.e. flags rapidly changing directions. Do not shoot if mirage is distorting the target.....coping with mirage is taught in graduate school.
Shoot a group when the flags are all showing the same direction.
Note the difference between where your crosshairs were and where your group formed.
With same conditions, shoot another group, this time holding off (Kentucky windage) in an attempt to hit the target bull.
Mark targets for reference....where your point of aim was....wind direction.....speed i.e. slight breeze, stiff breeze, gust.
Search for "windage chart" on this site and download.
Learn to shoot both eyes open and develop the acuity to monitor the flags all the while you are placing the crosshairs on target.
There are Benchrest books that have loads of information on developing these skills.
However, nothing in this game is absolute, and once in a while a shot will go elsewhere for unexplainable reasons.
Also, using no flags will yield better results than poorly designed flags (a.k.a. flags that lie)
 
To get the most out of your flags make sure they are balanced(most are but checking them will give you peace of mind) and when setting them up downrange they will all read more consistent if the flags are level when placed on the stands.
