RCBS trimmer and 3 way cutter

Mine has worked flawlessly for years. Like it so much I even upgraded the cutter to carbide.

The OP didn't mentioned the caliber but if the pilot doesn't fit the case mouth perfectly then irregularities will be the norm. Also, if your case neck thickness varies and are not concentric then there's no way that even a perfect fitting pilot will keep the de-burring uniform.

It was a 30 caliber cutter. All brass was neck turned and match prepped. I really want a Giraud, but am going to try the Sinclair first.

I had the same problem, if I understand what you are saying. The case mouth ends up cut square but as you turn your brass in a concentricity gauge the debur/chamfer cut on the outside of the neck looks like it isn't uniform. Am I understanding you correctly?
If this is the case, try a different pilot. My pilot did not turn true. I checked it with a dial indicator and had (if I remember correctly) .003 run out. My cases were not neck turned either. So, if my neck thickness varied .001 - .002 added with the .003 from the pilot it was enough to make the outside cutter take more off of one side than the other. I never did use the inside cutter as I prefer a VLD chamfer on the inside. For me this imperfection had no bearing on accuracy. The case mouth was square and the outside cut was very minimal..... just barely enough. After trimming, I chamfer the inside by hand.
For what it's worth, it drove me crazy for a while too. Then I changed the pilot and made it better but not perfect. In my opinion, the inside chamfer and the squareness of the case mouth are what is most important.
I hope this helps.

Make sure that the pilot's cutting flutes are not interfering with the main cutter flutes. I found that my pilot fit a little better in one position than a couple others.

As for the outer de-burring, it only has to be enough to knock off any cutting burr. Doesn't have to be chamfered as the inside of the case mouth where you want to keep it from shaving jacket/lead.

Mine is set just deep enough to knock off any "edge" I feel with a fingernail dragging from neck off the open end.

An update: Got the Forster in today with their 3 way cutter. Got it set up in 5 minutes. Trimmed all brass to within .001 and put a perfectly semetrical chamfer and debur on every one.
