RCBS neck lube powder

I recently purchased some of the neck lube from my local store. It’s the powder stuff as per the title says. When do you use it? Just before you seat the bullet, or during resizing. Probably a dumb question, but it doesn’t say on the package when to use it, just how.
 
My advice if you havent opened it is to take it back and by some Hornady One Shot lube. You use it when resizing the necks of rifle cases or the whole case if full length resizing. Also new pistol brass will work much better in press if it's lubed a little.
 
What are you planning on using it for? I use Redding Imperial Dry Neck Lube to dip my bullet in before seating. I use a different type lube to resize with.
 
I use the imperial dry neck lube on a q tip inside the neck before resizing along with imperial wax on the outside.... But you also use it when seating bullets also use it when seating in brass with no carbon in the necks to help stop bullet weld...

I think it’s similar to the Redding lube you have mentioned. It says to dip the case neck in it and knock off the excess. Trying to get my es and sd’s down and was hoping it would help. Kind of think it’s used just before you seat a bullet, but wanted to be sure. Thanks for the info.
