Rail MOA ?

With 36 grain high velocity stuff, it only takes about 5.5 MOA to be on at 100 with a 50 yard zero.

Shooting at LR with a 22 is addictive, so I wouldn't hamstring myself with a zero base.

I'd first look to see how much total adjustment is in your scope.

In a perfect world, your scope will be in the middle of the adjustment range when mounted.

So take about half of what's left on the bottom end, and add it to the rail.

My Sightron has 100 total MOA , & I have a 40 MOA base, which gives me about 85 MOA available in the scope. That gets me to about 475 yards......
 
You won't need any moa built into your rail for 100 yards.
Depends. I was shooting my Anschutz 1411/1413 at 100m with a Weaver T-36 scope and ran out of elevation to get on the target. That rifle needed some MOA assistance. I was a good 6 inches below the aiming point with the turret maxed out.

On your current rifle and scope, how much available elevation is remaining on the turret for the yardage you have it sighted in at currently?
 
Agree with it depends. Have a Sightron S1 on a Kimber 82 and had to shim the rear ring to get enough elevation on to be on the bull at 100 yards.
 
I used to shoot my .22lr out to 300 yds. At that distance I had to find an aim point that was so far over the target that the 6" gong wasn't even visible. I never bothered with a rail with built-in elevation because I usually shot at 100 yds. No additional elevation was necessary apart from what could be achieved in the scope.
 
Depending on the scope you may need none or some in the base. If only going to 100 it shouldn't really need one with a scope with anything over 20 MOA total as it's only about 6-7 moa to get to 100 from a 50 yard zero. I run a 40 MOA base as I shoot my rifle to 400+ in matches.
