Question on Neck Tension

I'm running both Lapua,expanded .243 brass) and Remington brass in my 260 Rem and need a little help from you guys.

I took a Forster .243 bushing bump die and had the neck hole expanded so I could use it for the 260,which Forster doesn't make). I have the necks turned to consistent thickness and my loaded round is .289' neck. I have a 289 bushing and it works well - gives consistent TIR < 1 thou, but the sized neck measures .289 and there is almost no resistance while seating. WHat kind of neck tension should I be shooting for? I'm loading 123 gr Lapua Scenar's seated to a 10 thou jam and am thinking I need it to be snug enough so that the bullet isn't 'soft seated' so as to move while chambering.

Most guys run .003thou so the bullet don't get stuck in the lans in-case you have to un-chamber a round.So you would want a .286 bushing or maybe a 285 depending on witch brand redding or wilson.
 
I like to keep applying neck tension until I get a very small hint of a circle just below the point of the bullet.... usually, but not always it's a bushing at .002 over a loaded round.. but thats in my chamber......
