Question about the term "seated into the lands"

A buddy and I are in a dispute about what "in to the lands" means. Does 0.020" into the lands mean the bullet is jammed into the lands 0.020" beyond full contact?

I have always set my seating die to "0" when the bullet first leaves the slightest set of complete light marks - then if I was to jam 20 thou, I just dial 20 on the seater micrometer.
 
I would say yes. When the bullet is seated out to the point that it is making contact with the rifling that is "touching the lands". Anything beyond that, .001, .020 etc is "into the lands". Thats just my take.

Jump = bullet not touching lands.

In the lands .020" = bullet is in the lands .020" and will eject and COAL will measure the same as when it was chambered. Land marks are visible on bullet.

Jam .020" = Bullet is pushed back into the case .020" when chambered. Often times trying to eject live round will result in bullet stuck in rifling and action full of powder.
