I've had some learning experiences with Pact products, and here is what I've learned:
They can be very sensitive to the amount of light and quality of light to work well. For mine, direct sunlight is the best...most mildly overcast days it won't read.
Have new batteries available every session. Sometimes it makes a difference, sometimes it does not.
Clean the sky screen connectors with alcohol and a rag now and then, and then insert and remove into the base unit 5-10 times. I've been told that internal to the base unit, some off-gas and coat the contacts over time, which causes missed reads.
When I follow the above rules, my Pact works 95% of the time.
