My experience is that your necks are to soft. If you do not remove the brass from the neck area of your die it will only get worse as you continue to size. I at first thought that it was caused by carbon on the necks, but, later determined that it was in the anneal.

I would clean the die also. Check all your cleaning methods, die and brass. Sounds like you have something caught in your die. That would be my start to figure it out.

I have cleaned and polished this die 3 or 4 times, with 0000 steel wool, spray b12 through it to clean it out, then flitz

I have had the same scratched necks and fouled dies when running NEW Lapua brass through a die. To stop the problem, I put New Lapua cases in a vibratory tumbler using walnut media for 4-6 hrs prior to sizing them. Or, tumble them until the annealing color starts to fade and the necks won't scratch or foul the die.
I now, also, tumble cases for a while after annealing and haven't had any problems.

I have cleaned, polished the die twice, I can see some vertical scratches on the neck of the brass, but real faint, can' t feel with finger
