Primer effects on pressure

Does the choice of primer alone have an effect on the pressure of a load?

If I have a load that is showing pressure signs with a Rem 7.5 primer, will going to a Fed Gold Medal or some other primer help reduce the pressure or is my only option to reduce the powder charge?

Remington 7-1/2 primers are their small rifle magnum.

It can:

• if one primer has enough grunt to engage the bullet in the lands before the powder ignites and another doesn't
• if one primer's brisance causes the powder to ignite at a different rate to another

or a combination of both

Ty, this is something I haven't thought of.
