The shape of the front of the extractor is the determining factor. If there is a large enough chamfer it will slip over the rim. If it is cut straight it won't .
...in addition to having enough clearance within the receiver for the extractor to flex far enough off the bolt body to snap over the cartridge rim.
I believe this is why Springfields have the “hump” on the right side of the receiver directly in line with the right bolt lug race. Everything about the design of the 98 Mauser was done for a reason so perhaps Paul Mauser felt it was a better to not allow this clearance for the extractor to flex into and potentially pop off a sticky case?
Ultimately, it is a matter of “some do and some don’t” with more modern designs falling in the “do” category.
