Those three are pretty close in burn rate when used in those two cartridges. My experience with 6XC would put Varget as the slowest.

They're popular in 308 for Palma loadings, Varget most often being used. Over the years it's been observed to have slowed down in later batches.

Depending on reloading practices and your hardware specs you may find one works better than the other two; I couldn't get Varget to work well for me in 6XC in 26" or 30" barrels behind 105-108 bullets, preferring IMR's 8208XBR over several other propellants I tested back in 2008.
 
main difference Varget is a single base while other are double base powders keeping peak pressure lower but burning throat faster
 
Lapua's Burning Rate Chart suggests fastest->slowest: Varget, Re-15, N540, but they're on adjacent lines of the chart, so they're virtually indistinguishable per the usual disclaimer with words like "approximate" and "overlap" and "application".

I don't have a copy handy but for Varget being a single-based powder, it's one of the hottest powders out there in that range. Don't think that it's going to save any barrel.
