I believe it a is a 70. Serial number seems to date it as 1991 manufacture.

Pre 64 model 70 actions were all the same physical length. Win just blocked the load ports and located the bolt stop to suit the cartridge.

This is not a pre-64. However, Post 64's were also all long actions until U.S. Repeating Arms took over Win. in about 1981 and started producing true short actions.
