Plastic doo-hickey on Weaver T36

I just acquired a T36. There is a white plastic plug screwed into it at about 7 o'clock. Does anyone know what it is or does?

I can't figure out how to post a pic from my phone but I can get one on here tonight.

It sounds like someone has frozen the erector (?) tube in the scope. You would loosen it to move your crosshairs and then snug it up so they can’t move while shooting. Very commonly done, but I’m sure someone more knowledgeable than I will respond.
 
Looks like a lock do not force the windage and elevation adjustment when sighting . If thats a lock the seller should have told you
 
PS: MAKE sure you loosen, don’t take it out!! , the lock must be loose before you change elevation AND windage and THEN tighten it up which I’m sure you know by now. This knob is not uncommon on scopes that a competitor would want and use because it keeps the crosshairs locked in place .
