I had the same question so I found the Battleship foundation's website. In the news history it appears the Texas Legislature voted 35 million for this project.Who is funding this retoration?

Visited the battleship NJ with my son back a few years. Pretty impressive ship. We spent many hours on it. Upon our return to PA, we took a detour and happened upon the JFK aircraft carrier. Unrestored of course. Rumor was, available as a museum. Perhaps the last opportunity since those after are nuke, and will never be allowed to be a museum. Both ships quite huge.
