I wonder if there is a manufacturer that offers picatinny rails mount
for Anschuetz steel action,54,1813,1913)

You did not mention what you will be using your 1813 for...seems like your going to a lot of extra effort since the 1813 is drilled and tapped as well as sloted for regular scope mount 3/8 rail...If you are setting it up for silhouette the pitcaney rail may put you over the weight limit.
