Got myself confused. If you have a 20MOA rail does that 20 MOA exist ONLY on the end of the rail?
Meaning the last (rear) cross cut. Should you need to use a more forward cross cut is that progressively going down in height?( MOA=20-18-16-etc.)
I hate this, but I can't let it go.
 
The 20 MOA refers to the angle of the entire rail in relation to the bore of the rifle. It is not incremental based on the location along the rail. The angle high point is at the back, thus allowing you to have elevation adjustment in reserve within your scope.

The cross cuts are there to facilitate eye relief options or ring placement for the equipment your are mounting.
