Pea gravel would work excellent .I have worked in old telephone switch buildings that had pea gravel in the walls .These buildings were out in the middle of no where and folks would shoot them just because they could. I remember patching some that folks would mess with,the gravel was held in with layers of metal lath.

That chart shows "snow. 3.5 meters"

One of the tings I do every year that we get appreciable snow is fire bullets into a drift by my shop......I've found anything over a foot deep and 5ft long to work.

I've never had a bullet exit a 5ft drift but then I've never tried a 30-06 either, mostly 6mm's and 22's. This year, if we get snow I'll try 30 and 338's, make sure I've a 12ft or better drift.

When the snow melts the unmarked bullets are laying there. Very interesting to observe the effect of firing on an un-impacted bullet. AFAIK there is zero deformation from the snow.

I am sure they are referring to just snow that is on the ground not drifted. I have shot a bunch into snow also and when it is a plowed pile those bullets do not go in very far. Drifts they do go in deeper but if I shoot from my driveway just into the snow on the ground it does go a very long way. With all the wind we get it is almost all drifts.
