Partial neck sizing

I have been using full length bushing sizing dies for a couple of my rifles. I recieved another set today for a 22x47. Was getting my bushing installed so it had a little float to it and wondered why would people only size part of the neck ? Figured here was best place to ask. Is it for doughnuts, or concentricity ?

It is thought by many that only partial neck sizing allows the remainder un-sized portion of the neck to help align the case within the chamber.

Any possible down sides to that practice ? Figured the .002 bump on the shoulder would help do that

The shoulder bump moves the shoulder away from the chamber walls so, even though it should be an area of focus for concentricity (IMO) it should have no other part in aligning the round in the chamber.
 
I partial neck sized for my 220 Swift for many years. I believe, though I could be wrong, that tapered cases like the Swift and the 270 take that approach better because you aren’t hitting the shoulders with the die body. Of course, if you are bumping the shoulder back a touch, it’s all good, but that might be a bit more than partial neck sizing and more partial resizing.
