Panda action Rings?

Weekend question - Does Kelby manufacture scope rings that bolts directly onto the top of the rifle action and thus eliminates the need for a scope base (similar to Bat’s)? If not, does anyone make a pair that will work for the panda action?

Panda actions have the "Base" milled on the top to accept Kelbly rings.
