Packaging of primers for shipping

So..... the long story short is I now likely have a lifetime supply of primers, excepting LR magnums which continue to be as rare as rocking horse sh*t.
I recently saw that targetsportsusa.com had Remington 7 1/2 and 1 1/2 primers in 5K lots. I love these particular primers -- the 7 1/2s in small primer pocket 308s .... the 1 1/2s have been my primer of choice in handguns since the late 70s. As I have just started up Bullseye again, I figured they'd be useful. Don't ask what other SP primers I have lying around... :)
I was offered the opportunity to "discretely over pack" the shipment which I eschewed. With other vendors I've never found it necessary. I did not expect the consequences. What I got was two Remington 5K primer outers with a single piece of shipping tape holding them together and a hazmat sticker slapped on the side.
Everything got here safe in good order, so I should probably shut up.... but this is not how I ship stuff to my customers. Really?
If I buy from these guys again, I suppose I will know to throw in a few shekels for a box......
 
Midway and Natchez both have professionals in the shipping department. I don't understand some of their methods, but I suppose it has to do with hazmat shipping rules. If I order primers or powder with things like bullets or equipment I get them in a big box that contains two separate boxes inside, one with the hazmat material and one with the other. Its a lot of cardboard and inflated plastic packing. I wonder about Target's shipping method.

That is an entirely fair question, to which my answer is, if it's FOC, why don't they just do it? You shop there, would they/do they just put a UPS shipping label and a hazmat sticker on an 8lb tub of powder and ship it? However, I will say I did assume (with all the cautions that go with that) that the box was an extra fee.

I'm not disagreeing with you. Especially because it is listed just below the shipping insurance option which does add cost. I've only purchased loaded ammo from them and it was free with that.

About the Retail Delivery Fee​

Effective July 1, 2022, Colorado imposes a retail delivery fee on all deliveries by motor vehicle to a location in Colorado with at least one item of tangible personal property subject to state sales or use tax.

The retailer or marketplace facilitator that collects the sales or use tax on the tangible personal property sold and delivered, including delivery by a third party, is liable to collect and remit the retail delivery fee. Deliveries include when any taxable goods are mailed, shipped, or otherwise delivered by motor vehicle to a purchaser in Colorado.

The retail delivery fee is due at the same time as your sales tax return. Returns are generally filed on a monthly basis and must be filed on or before the 20th day of the month following each reporting period. Retailers permitted to file state sales tax returns on a quarterly, annual, or other basis will file the retail delivery fee return on the same schedule.

The retail delivery fee will be reported and paid on a new return, form DR 1786. The retail delivery fee is collected state-wide, does not need to be separated by jurisdiction, and is calculated per sale. The retail delivery fee is made up of six different fees. The rates are listed below.

Retailers that make retail deliveries must show the total of the fees on the receipt or invoice as one item called “retail delivery fees”.

If every item in a retail sale is exempt from sales tax, the delivery is also exempt from the retail delivery fee. However, if one or more items in the transaction are subject to sales tax, the retail delivery fee is due. Each sale for delivery is considered a single “retail delivery” regardless of how many shipments are needed to deliver the items purchased.
