It's pretty much self-explanatory. If you want to sync your PC clock to a time server, you have to launch the program as administrator. Just right-click the icon and select "Run as Administrator" then it wil be able to set the clock. It's under the Sun & Moon calculator.

I don't know how many downloads my ISP will allow before they kick me off.

An official NRA SR-1 target is $0.50 at my club. I cut it into 8.5x11's and print the 6mmBR 3-dot target (landscape) for 100yd and the 2-dot (portrait) for 200 ~300 yd on my inkjet printer. Punch 3-ring binder holes and into the book it goes. All the pertinent data can be captured. Easy to scan for OnTarget.
Since the red ink on the beige/tan/taupe target can be hard to see on overcast days (happens a lot in the Great North Wet) a 1/2" fluorescent-orange dot from Staples ($0.59 for a sheet of 36) helps out.
