NRA High Power equipment question.

Here are some budget friendly (compared to NF and March), decent scopes for service rifle. Pros and cons are my subjective opinions. These scopes are not as clear as the NightForce and March service rifle scopes but they get the job done. For the Vortex, since there is no parallax adjustment, having a lens reducer / aperture helps with the sight alignment for 600 yards. It helps for all of them, but especially for the Vortex.

Pros:
1/4 moa clicks
Adjustable parallax (side focus)
Circle in reticle nicely envelops target black

Cons:
Not as clear as the Vortex PST
A bit mushy clicks
I have seen people who complain the 1/8 dot is too small but for me it works well

Vortex Viper PST 1-4, or Vortex Ranger 1-4
I own this scope.

When they first made this scope it was called the Vortex Viper PST 1-4x24. Vortex later made a separate run specifically for Midway where it was called the Vortex Ranger (essentially the same scope, same reticle etc.)

Pros:
Very clear
Excellent clicks

Cons:
1/2 MOA clicks
No parallax adjustment (fixed @ 100 yards)
Reticle arguably less ideal for service rifle (I think the outer circle is a bit too large to be helpful)

Pros:
1/4 MOA clicks
Nice reticle (horseshoe that nicely envelops the aiming black)
Parallax adjustment (AO)

Cons:
Not quite as clear as the Vortex IMO
Mushier clicks than the Vortex
Turret caps rather than target turrets
 

yes, this is a great link. The Anschutz jacket or the canvas highpower jacket are great options. You can probably shoot for several years with those before you have a reason to upgrade to a hardback jacket.

In my opinion the shooting jacket is the most important/ influential piece of equipment that you will purchase. If it fits properly and has the necessary features then it will provide a great deal of support.

I'll second the Leupold scope; now they're calling it the "VX-Freedom 1.5-4x20 AR" but when I bought mine it was the "Mark AR Mod 1". Perfectly capable for service rifle without breaking the bank - looks like they're $199.99 at a bunch of places online. The clicks are 1/10 mil and I know that throws some folks off, but if you just think 1/3 moa it works fine. The crosshair might be a touch heavy, but it's easy to see. I do recommend a White Oak Lens Reducer in a Butler Creek flip cap to help with parallax. The knobs can be set to zero with an allen key but it's a friction fit so make sure they're tight. I have found the clicks to be very repeatable; I zeroed at 100 yards and set that as "0" on the elevation knob. From that point I come up 5 clicks for 200, 8 more for 300, and 36 more for 600.

I had a Creedmoor "hardback" which was a wonderful coat. After quit and came back to HP 20 years later it had shrunk terribly in the attic,

I just got back into it this year after a 15 yr hiatus. My bride managed to shrink mine down from a 42 to a 46... 1 forkful at a time:)
 
For a solid jacket I'd take a look at the Champions Choice (CC) Cordura at $240 (don't get the CC Blue Nylon coat that's $90 and wont hold up, the Creedmoor Canvas $95 coat is better if you want to stay under $100). Personally I have a Creedmoor hardback and it's been a very good jacket, has held up well, but it cost more.

If there's one thing you don't want go cheap on it's the jacket. Buy the most expensive Creedmoor that you can afford. It's the difference between a hard hold and...8's. If you can't afford a Hardback you can get the canvas and use 2 heavy sweatshirts. It's allowed in the CMP rulebook. A Hardback is the cheddar cheese for offhand.
You should read and memorize the CMP rules as well. They are similar but not the same as the NRA rules.
