If that gouge is as bad as it looks, lapping isn't going to get the job done.This is a Remington 700 bolt in a trued action. Is it possible the lugs would need to be relapped and head space reset?

The lugs do not look to have been single point cut (trued),

Did you color the locking lugs with a Sharpie to check for contact or is that bluing worn off?
If you colored them and tried to check for contact with the firing pin assembly and trigger installed, like Ggmac said, the rest of the bolt will be lifted and the top lug will lose contact.
Hey butch, I do but I cleaned it off for this check. After having a brass extraction issue.Start using a lube on your lugs and continue using it.
I bought the Rem 700 SPS in 2008 and had an Obermeyer 10t put on by a Smith who shall remain nameless but has done work for several members on this board. He was paid to true the action and chamber the barrel. You're looking at only the rear of the bolt lug. Everything else has been done and this rifle is capable of winning matches and has won one state championship but I am not here to admonish the Smith. I had problems with some brass chambering and extracting and noticed the rear edge of the bolt being rounded or sheared off. I use Rem Gold grease on the lugs and keep them lubed except when I cleaned it off for the sharpe test.Who told you it was "trued" ? What year was it built , is a newer action ?
Why did you want to do more work , because of the bolt lugs ? Did you change barrel or bolt ?

As for more work being done I am thinking about going to a custom bolt just to eliminate any question but if I don't have to then that's just more money I can use to get reloading supplies.

The lower lug " problem area " I think is a non issue , if it the peening in the anti bind groove .
Did it also have the Firing pin bushed ?
I'm glad it's a shooter . I agree I doubt anything shown is your issue , it's going to be a reloading procedure issue I think .
