The video is appearing fine on all our test platforms.

We tested before release. The video is live and active on YouTube and works as tested on:

Windows FFox, MS Edge, Chrome, Brave
iPad
iPhone
Android

All I can say is that the video was OLD, and possibly YouTube had it on an older server segment.
Or possibly YouTube is deliberately slowing down the transmission rate based on content.
